How were Greek cities ruled?
Most of the Greek cities were ruled by kings or nobles, but a few, such as Athens and Thebes, were ruled by democracy or 'citizen power'. The citizens elected leaders and voted on important issues. Foreigners, women and slaves were not citizens, so only about 10 percent of the population could vote.
