Who owns treasure found on the sea bed?

Laws about treasure vary from place to place. When found in international waters, treasure belongs to the finder. If something valuable is found in national waters, it also belongs to the finder unless it was hidden deliberately, in which case it belongs to the state. Many of the objects found in shipwrecks are not valuable but may be of great interest to historians. | Among the items raised from the wreck of Henry VIII's warship Mary Rose, sunk in 1545, were gold coins and a surgeon's chest containing flasks and implements. |
